Mix the olive oil and spices together and add to a bag with the steak. Rub the marinade into the steak, then refrigerate.
Next, cook onion until it softens, then add bell peppers and the remaining marinade and continue to cook until the vegetables are tender.
Set the vegetables aside and cook the steak. Then, slice into thin strips and add to bowl of pasta, with the remaining ingredients.
Combine the dressing ingredients together, pour over the pasta salad and toss to coat.
